On a freezing winter night in Berlin, the city’s lights suddenly begin to flicker. At E-Power’s operational headquarters, engineer Anja Radtke grows alarmed at a report that the power network has suffered a rapid voltage drop. Although her colleague Beetz had not noted any problems on the previous shift, Anja sends out a team including Volanski and Fabeck to examine the transformer station U2.
Meanwhile, the power network has already broken down in several areas of Berlin. At U2, Fabeck and Volanski are surprised to discover that the performance control has been deactivated, but before they can report it, one of the transformers explodes and the ensuing fireball kills Fabeck… and causes further blackouts.

When Anja hears of the tragedy, she is advised by her colleagues that a technical defect in the transformer must have been the cause. She wants to get more information from Volanski, but he cannot be found. Anja reports to Dr. Reinders of the E-Power management: she believes a faulty cable instead caused the accident. 
If she is right, powering up the network would lead to a complete power outage. Later, Volanski secretly tells her about the deactivated performance control which has been redlining for several hours.
Agreeing with Volanski that someone had intentionally manipulated the transformer, Anja is still unable to convince management of the problem. Within minutes after the station is turned back on, disaster strikes – the entire city of Berlin experiences a total blackout…

The power outage plunges the city into deadly chaos. Desperately, Anja tries to reach Beetz, but he is undergoing surgery after having had an accident. Volanski calls with the news that he has discovered the defect. Anja informs Reinders and instructs Volanski to make a slight change in the input data so that the power network can be restarted.
However, Reinders tells Anja that Volanski was fired six weeks ago – is he out for revenge?
Reinders sends out Anja to input the new data before Volanski does. Suddenly confronted by Volanski, Anja believes him and the shocking truth he reveals – the entire incident has been an act of sabotage! 
Anja must find a way to restore power to the struggling city, but whom can she possibly trust?
While attempting to restart the network, Anja receives a severe electric shock…
