Residual Risk

Drama | Movie, 1 x 90’

'The residual risk is the risk or danger of an action or an event that, although being abreast with science, still conceives these dangers, even if all theoretically possible safety measures would be applied.'

What happens when exactly this residual risk becomes a reality and a nuclear plant in a densely populated area suffers a partial meltdown of its reactor’s core? With a technology that is capable of producing so much energy – possibly destructive energy – can we really afford to take even the slightest of residual risks?

This thoroughly researched film portrays a fictional scenario confronting the residual risks and dangers posed by aged nuclear power plants that are not up to present technical standards – today an extremely controversial theme.

In densely populated countries, such an accident would have incalculable economic and environmental consequences…

Investigation Committee, Berlin. Three months after the disaster…

Katja Werneke cannot believe it. Not only are she and other colleagues being blamed for the meltdown of the nuclear plant’s reactor and must defend themselves in court – the committee has also decided all nuclear power plants in Germany will remain in operation.

Katja knows this is gross negligence, because most of the reactors are just as outdated and equally dangerous.

Being the facility’s security chief, she is fully aware that the meltdown was caused by a series of grave mistakes that were covered up and that led to the greatest catastrophe the Federal Republic has ever experienced.

To prove this, she must return to the contaminated zone. With the help of her ex-husband Gerald, a journalist and staunch opponent of nuclear energy, she manages to flee to Hamburg, which has become dangerously contaminated…

A month before…

Strangely enough, the plant’s builder Bernd Mahlsdorf believes the facility should be shut down. Katja’s boss Wessel hires the quick-witted Steffen Strahtman to act as lobbyist for the power company and to stop the rising tide of public opinion against nuclear energy. Although initially at odds, Katja and Steffen soon form an alliance.

Katja wonders about Bernd’s serious concerns regarding the reactor’s safety, but before she can question him, she is notified that Bernd has died in an accident…

Just prior to the meltdown…

Gerald reveals Bernd had been leaking information to him regarding the plant’s potential dangers, which he had then made public. Meanwhile, Katja has come to truly rely on Steffen. He helps her decipher plans Bernd had copied to a USB stick, which show that a major design flaw had been present during the plant’s construction.

Convinced that the facility must immediately be shut down, Katja races back… but she is too late. The meltdown has already begun!
